Job Summary： 岗位概况：
Manage all aspects of Quality, Safety, Health and Environmental Affairs in Haidian MSW Incineration Plant Operations.
全面负责管理海淀生活垃圾焚烧发电厂的质量、健康、安全和环境事务。
Scope and Responsibilities：岗位职责：
To produce specific on site safety/quality plans;
负责起草、制订具体的现场的安全质量方案；
To ensure compliance with BESES’s HSE policy;
确保生产工作符合北控升达公司的健康、安全和环境(HSE)标准；
To write specific safety and quality method statements and risk assessments;
负责编写具体的生产运行的安全质量管理程序和风险评估。
To carry out Site Safety audits for both operational and site safety admin procedures;
对运行操作和现场安全管理流程进行监督和审查；
To undertake programmed management system and site audits;
负责管理既定系统的运行和现场审核；
To advise and assist the Plant Manager in meeting the safety and quality legislation and company requirements;
在执行安全和质量的法定标准和公司标准方面给厂长提供建议和帮助。
To attend regular site safety meetings;
定期参加工厂安全总结和汇报会议；
To monitor and assist sub-contractors to meet legislation and company policy;
监督和协助各承包商在生产运行中严格执行法律和公司规定；
To assist Plant Manager with day to day problems, attend meetings with clients and ensure implementation of action points;
协助工厂经理处理日常事务，出席客户会议，确保日常各部分工作的落实；
To produce a Site Documentation filing system and to subsequently audit to ensure compliance with filing systems;
建立工厂资料收集系统并及时监督审核，确保系统运行良好；
To produce the Health and Safety Report for the Board Meeting and the Monthly Management Meeting;
为顾问团会议和每月管理协调会议撰写健康和安全报告；
To lead and set up management systems ISO9000, ISO 14000 and safety management system;
建立并负责符合ISO9000，ISO14000标准的管理系统和安全管理系统
To maintain and update Quality and Safety management systems;
定期维护、更新质量和安全管理系统；
To prepare and conduct internal Quality, Environment, Safety audits company wide, and follow-up on the corrective actions and continues improvement;
